The new priority program of the National Fund for Environmental Protection and Water Management called “Moje Ciepło” is attracting great interest from potential beneficiaries. Like the hugely popular “My Electricity” program (support for home photovoltaics), the latest proposal from the Ministry of Climate and Environment is also aimed directly at individuals, i.e. owners of single-family homes. Co-financing will be provided for air, water and geothermal heat pumps, used either to heat the house alone or in conjunction with the simultaneous supply of domestic hot water.

As part of the continuous development of prosumer energy and individual heating in our country, we have decided to launch the “Moje Ciepło” program, which will be popularized in single-family houses equipped with heat pumps. These are modern heating sources, simple and convenient to use, and most importantly – zero emissions – emphasizes the Minister of Climate and Environment Anna Moskwa.

Financial support from the National Fund for Environmental Protection and Water Management must be granted in the form of subsidies representing 30 to 45%. eligible investment costs. This means that you will be able to get from 7,000 to 21,000 PLN for the purchase and installation of the selected heat pump. PLN, depending on the type of heat pump installed. The money should be enough for a large group of applicants, since the budget for the “My Heat” program will amount to 600 million PLN. Funds for its operation will come from the Modernization Fund – a special European Union financial instrument for 10 countries facing the greatest challenges in implementing EU carbon dioxide reduction targets.

Since subsidies from the National Fund for Environmental Protection and Water Management are to apply to the purchase and installation of heat pumps in new homes with a higher energy standard, the “Moje Ciepło” program will be complementary to the “Clean Air” program, which in turn supports the replacement of non-ecological heat sources in existing and older buildings – emphasizes the chairman of the National Fund for Environmental Protection and Water Management, Przemysław Ligenza – “My heat” is a response to the needs of individual investors who, by building single-family homes, try to think about the future, both in terms of ecology and economy. By deciding to install an alternative heat source in your new home, such as a heat pump, you can realistically reduce carbon dioxide emissions into the atmosphere and reduce heating bills. – emphasizes the head of the National Fund for Environmental Protection and Water Management.

Who can count on a grant from the National Fund for Environmental Protection and Water Management?

The beneficiaries will be natural persons – owners or co-owners of single-family homes, but – here an important reservation – only new ones. A new residential building of the “Moje Ciepło” program is understood as a building for which (at the date of the application for financing from the State Fund for Environmental Protection and Water Management) no notification of completion has not been submitted or an application for a permit to use the house has not been submitted.

However, this formal requirement does not close the way to a subsidy for a heat pump, because there is another important possibility: it can also be a new detached house for which a building completion notice or a application for an occupancy permit has already been submitted – provided, however, that this has not happened before January 1, 2021.

The National Fund for Environmental Protection and Water Management launched the call for applications under the “Moje Ciepło” program on April 29, 2022. However, the eligibility period will extend from January 1, 2021 to December 31, 2026. People who plan to buy and install a heat pump in their new single-family home with financial support from the National Fund for Environmental Protection and Water Management should remember one very important rule: to first the investment, then a refund in the form of a non-refundable grant. This solution is also used in other general programs conducted by the National Fund for Environmental Protection and Water Management.

Potential applicants should take into account another formal issue – the condition for receiving a grant for a heat pump is the achievement of a higher energy standard of the building. This means that the value of the annual demand for non-renewable primary energy (EP) for heating, ventilation and domestic hot water preparation needs (EPH + W) can be a maximum of 63 kWh (per square meter of surface of house during the year) for applications submitted in 2022 and 55 kWh for applications submitted in subsequent years of operation of the “Moje Ciepło” program.

In accordance with the environmental policy of the Ministry of Climate and Environment, the mission of the National Fund for Environmental Protection and Water Management and the assumptions of the “Moje Ciepło” program, co-finance the purchase and the installation of modern zero-emission heat pump installations in new single-family homes is another step towards improving air quality in Poland and achieving the set climate targets. The program should clearly increase the share of renewable energy sources in final energy consumption in Poland and promote the idea of ​​renewable energy sources in Polish society.
